China will take further steps to boost international airfreight capacity to stabilize supply chains, the State Council's executive meeting chaired by Premier Li Keqiang said on Tuesday.

"With the (COVID-19) pandemic rampaging across the world and air passenger services dwindling worldwide due to the outbreak, cargo volume carried by passenger planes has plummeted and shipping costs have risen significantly," Li said.

"In the course of the outbreak response, weak links in our air transport capacity have been exposed. We must facilitate both international and domestic air transport services and keep up our international airfreight capacity to avert potential shocks to supply chains and facilitate resumption of business operations," he said.

Mødet opfordrede til stærkere internationalt samarbejde for at holde internationalt kurerfirma og andre luftfragt tjenester op at køre. Politik støtte vil blive ydet til de internationale fragtfly i løbet af udbruddet. Luftfragt luftfartsselskaber vil blive ydet støtte til at udvide deres flåder ved at bringe i flere fragt jets via leasing eller køb.

Den rolle, som markedet vil være fuldt udnyttet, og alle luftfragt selskaber vil modtage lige støtte uanset ejerforhold type. Fusionen og reorganisering af luftfragt og logistik virksomheder vil blive tilskyndet, og kurertjeneste vil blive støttet i at udvide lufttrafik og oversøiske operationer.

"We must plan ahead and harness the initiative of logistics firms in developing an international air transport network," Li said.

Mødet opfordrede styrke netværk af luftfragt hubs. Begrænsninger i tidsintervaller for fragtfly vil blive ophævet i lufthavne med stærk last-håndtering kapacitet.

Hvor forholdene tillader, internationale hovedlufthavne i Beijing, Tianjin, Hebei-provinsen, vil Yangtze River Delta, Guangdong-provinsen, Hongkong, Macau, Chengdu, Sichuan-provinsen og Chongqing levere 24/7 toldklarering og forbedre effektiviteten i sikkerhedskontroller og clearance processer.

"The manufacturing sector has been the first to resume operations, and experience has been gained in this process. The major challenge is clogged supply chains. To date, micro, small and medium-sized enterprises have yet to resume full-capacity production, and this has affected the entire industry chain. It is thus critical that all supportive policies for smaller firms be promptly and fully delivered," Li said.

Mødet også påkrævet at harmonisere luftfragt servicestandarder, forenkle dokumentationskrav og fremme håndteringsprocedurer papirløse. Platforme til deling logistik oplysninger vil blive udviklet til at tjene flyselskaber, posttjenester og kurertjeneste.
